No, it is actually a secular state. It was founded upon nationalist principles.

Most Israelis are either secular or "conservative". The power of the Orthodox parties, which are often key to establishing coalitions in a fractured parliament, keeps the synagogues orthodox, but many religious Jews are only quasi- observant. The strict Orthodox are actually a minority, and the fundamentalist groups, collectively called the haredim, but including both Hasidic and non- Hasidic groups, are a fairly small minority. If Israel got rid of proportional representation, the modern Orthodox would still have some clout, but the haredim would have almost no political influence........
