Who is asking anyone to give up anything? Your point is flawed and your argument is idiotic.

re: 100 or 200 or even 500 MHZ bumps in speed won't draw the shoppers in droves to the computer store anymore.

What is the average speed of the installed base? What is the minimum speed offered now, what will it be in six months, what will it be in 12 months?

Is there a new found bug in P4 1.7G that prevents it from using ADSL or Cable ? I tried to search Intel's errata but found nothing related to it. I would definitely give it a second thought to buy P4 if that is true.
