rich, You cannot force people to act against their own self interest. Few would trade a 1 hour car ride for a 2 hour train ride. In HK the subway is faster than cars, as it is in Japan. Some people in boswash do use RT, some use cars.
The biggest problem is the lack of fast local transit at both ends of the longer range RT system to take the person the final mile from home to RT and RT to office.
