It is already the case that almost anyone can go to college, and many can go to graduate school, if not necessarily the one of their choice, based on need and maintaining a reasonable transcript. Thus, your plan is superfluous......

At the end of this post I'm going to surprise you by (maybe) agreeing with you. But let's get a disagreement out of the way first.

Whether or not any living American owned slaves or was enslaved misses the point completely.
Not hardly. Do you know what a bill of attainder is? Ask JLA. They're illegal in this country because of that Constitution with those few amendments.

So step outside of your self-righteous shadow and think for a moment about the concept of offering free education from K through grad school for every African-American and Native American in this country, as a form of reparation.
The way you are proposing this, it is yet another institutionalization of racism into the law. It's like trying to cure cyanide poisoning by giving someone else a dose.
How about deleting "African-American and Native American" and just substituting "American"? And also "as a form of reparation."
If you do that, I might regard that as a reasonable proposal. There would still be details to be worked out (such as: does it just cover tuition and books, or is an allowance for living costs included? Just state universities or any universities? Just academic or also vocational training?), and a realistic figure for the total cost would have to be computed, but if they were OK, that might not be a bad idea.
It can be thought of as a general extension of the GI Bill after WWII. That helped maintained American economic and military superiority through the last half of the last century. THis might maintain it through the rest of this century.

You must get your "facts" off a cereal box.

1. The majority of food stamps have gone to single white women and students.

2. The Civil War was fought more over the issue of "State's Rights" than slavery.

3. Welfare is being phased out.
