Hasn't M$ already committed to AMD's x86-64? I really think they would turn down Intel on another variant of x86-64, because by then Microsoft will have figured out that they are not going to make one cent on the port of Windows to IA64. And, for the same reason, I don't expect any more than cursory support for IA64 in M$'s development tools. (i.e., no good optimization to utilize the sort-of wide instruction words)
