Discussion: It was agreed to change "higher layer" to "upper layer" where this was mentioned in the CR (The rest of the spec was updated in this respect at this time). It was pointed out that the names used in section 5.4.1 and 7.1 were different even though they are referring to the same number. It was responded that this was done to not distinguish between uplink and downlink. It was asked why in the third and fourth bullets in section 5.4.1 "PDCP Data PDU" was specified instead of "PDCP PDU". It was agreed that it was fine. Again the backward compatibility analysis was needed.
Decision: With these changes, the CR was agreed. The update would be in R2-011321(R'99) and R2-011355 would contain the Rel-4 shadow CR.

Discussion: An information element had been missed out. It was explained that the proposal was this way, that the backward compatibility issue was on the network only instead of over the air interface, which was why it was proposed like this. It was asked if this big change should not be for Rel-4 instead of R'99; however, the network was involved, so it should be for R'99. No specific problem had been seen, but this proposal would make it future-proof and keep the protocols independent. The HANDOVER_TO_UTRAN command could perhaps fit better in 14.13 rather than in 10 as it is not sent over the radio interface.
Decision: An update of the CR was needed. The update would be in R2-011230.

Discussion: The section on activation time should be merged with CR 808 on that topic from Nortel Networks, since the section had changed a lot. It was brought in line with WG1 and described both the case where the IE was absent and the case where it was present. There was no default value "now" in the ASN.1 (it was in dicated by the absence of the optional IE). There was also a CR from Nokia on this topic. There were no comments on any other part of the CR. The clarifications caused a discussion on how to interpret backward compatibility in the case of unclear descriptions and conflicting descriptions (see agenda item 6.2). The section on activation time would be merged into CR 808 with some changes in wording.
Decision: With these changes, the CR was agreed. The update would be in R2-011232 (R'99) and R2-011233 would contain the Rel-4 shadow CR.

Discussion: This seemed an ugly way to make the bit ordering unambiguous. It was felt that a comment in text could perhaps be enough. It was explained that this was done to avoid having to refer to "first", "last", "leftmost", "rightmost" etc., which could be misinterpreted. It was commented that "least significant bit" and "most significant bit" seemed strange terminology for a bitstring; instead it should be "leftmost" or "first" or so. It turned out that it was probably not written down anywhere how ASN.1 output was provided to RLC. Consistency with NAS was also an issue. Bitstrings were now used for what were in reality integers, lists of booleans and lists of bits. Each of these categories needed to be looked at separately.
After review, it was agreed that the problem was a valid one, but it was also stated that there might be solved differently. It was also clarified that there was no standard with respect to "most significant" is "leftmost" or "rightmost" if there was a tabular version in addition to the ASN.1 (in the ISO X.7xx standard it was different from, say, ISDN). General rules should be specified. It was agreed that the correct way to refer to the first bit of PER output was to say it was "first". With that information, it would be possible to describe the order without having to describe long lists of bits. The general description could be in Section 12.
Decision: An update of the CR was needed. The update would be in R2-011332.
