That would mean the language would need to be simplified or that only lawyers could be members of legislative bodies.

The first alternative would often be a good thing. And I like the idea that legislators would have to read what they are voting for, but it is not possible to be sure of every potential laws possible effects "on the citizenry, the economy, and the environment". If it was central planning might actually work. Lets see a show of hands of those who think it does.
