Gary,
It seems the market is caught between lower interest rates and a weakening economic outlook.
Federal Reserve Bank of Boston President Cathy Minehan said an economic recovery in the second half of the year was not a certainty and she was not sure the Fed had cut interest rates enough to ensure a turnaround.

Sure, the markets may appear decidedly bearish, but the markets are a market of stocks... I would look for the bargains now when others are dumping them... it's okay if these companies drift a little lower during this time frame after you buy, if they do at all... be already positioned for when these markets begin their move, which I believe has already begun... I wouldn't want to wait 'til the last minute before I jump on, when these markets move, there will not be a comfortable place to buy..... buy in slowly, not all at once... scale in slowly so you can live with your purchases... then sit back and be patient... this is what I've done for many years during each of these 39 month cycles and I've been rewarded every time... this time is no different, I fully expect these markets to be significantly higher within the next 36 months.....BWDIK
