Yes there is a difference between authorization and sale of 200 more million shares.
I assume they will only do as needed. Better to sell at 1 or 2 than .3
Historically there is a run up prior to an SEC document. The 10Q's are due 45 days (Aug 15th) and 10K like
90 days. Press releases and the implied possible success of those deals does drive the stock up.
