Two questions.

Does your DMV have an interactive website.?

Can your problem be resolved that way?

If you belong to AAA, sometimes they can help cut through red tape. They do here in this small town(70,000 pop.) I live in. I haven't been to the DMV office in years.

You don't need more stress and anxiety to go with your surgery recovery.
