The speech says nothing, is clumsy, has that jelly donut aspect, but as you point out, it has unbeatable class. I heard it on the radio and at that time it came off as serious business. The Soviet Union liked to say in later years that they weren't interested in world domination, but it took JFK and Reagan to make them believe it. Sometimes it's said that the strong stance in Berlin was the root cause of the Vietnam War. Nevertheless, JFK's speech was necessary to firm the line that had already been drawn in the Cuba Crisis.
