I believe he was the most highly qualified President of recent history by a wide margin, and it is a tragedy of the first order that Clinton managed to bamboozle so many vacant liberal minds in 1992.

He certainly had one of the most highly qualified resumes.

But he managed to do remarkably little with his term, except for the Gulf War, and that, I think, was only because Maggie Thatcher came over and gave him a backbone transplant.

The Cold War ended on his watch, for goodness sake, and what did he have to say about it? Where was the 'Bush doctrine' for how the world should organize itself now? Where was a new Marshall plan to keep Russia from sliding into chaos and depression? Historians will record a great many missed opportunities.

The most damning statement came from his own lips: "I think I'm prepared to deal with what comes in over the transom." In other words, an Inbox President. Hardly the words of a leader.

Dave,

GHWB was shackled with a large demo/lib majority in Congress. As an example, for the liberals that do not understand, the only reason taxes were raised under his administration was because the liberal Congress forced him into it in order for him to achieve other goals. One of his problems, was that he trusted too many people, thinking there was a shred of decency in everyone. He had no way of knowing that the liberals in Congress were setting him up so they could ridicule the "read my lips" thing. Such dishonesty, and subterfuge, saddened him a great deal.
