Government is the average of all the moral codes out there. It is what a majority of the people are willing to accept as the lower bar of behavior. Most of us act considerably better than we are required to act by the law. Which makes life pleasant. Would you agree with that Steven?

I would have thought that your morality was defined as your sense of right and wrong. I don't think morality has to reflect any abstract right or wrong. But presumably you have some principles or beliefs which you consult, consciously or otherwise, to say something would be right or wrong. How is that different from your morality? Or do you just flip a coin?
