08:39 ET CIBC on Opticals : CIBC World Markets says investors should recognize that legacy voice is a dead-end and focus instead on next-gen optical networking; initiates Ciena (CIEN 39.09) with a BUY; analyst notes that his FY02 estimate of $0.78 is well below the $1.06 consensus as he believes margin pressure will continue (cites recent CORV contract with Q), but nevertheless sees CIEN as a long-term winner. Also starts ONI Systems (ONIS 25.00) with a BUY and Sycamore (SCMR 8.59) with a HOLD.

My interpretation is this is an indication the economy will stabilize in the next one to two quarters. It still leaves the Fed open to more cuts.''
