To enable java click on tools/internet options/security tab/custom level button. Under Activex controls enable signed ActiveX controls. Enable Script activex controls marked safe for scripting. Under Scripting, enable active scripting and scripting of java applets. I've got to leave but I'm sure more help will arrive.

After reading your comments about about freerealtime.com I decided to check my bookmark and I also couldn't connect.

After determining through traceroute that the site was up I did a Google search and used their cached page to connect.

This is what I found at their site.

Have you tried the Internet Explorer repair tool. Some 5.5 versions do not have this but you can check and see. Go to start/run and type in msinfo32 and click the ok button. Go to tools/internet explorer repair tool and choose repair instead of the default "revert to previous version" and click ok. I have had success with this several times when having explorer problems.

You can reinstall Win98SE and it's not "supposed" to bother your previous settings. It should import them but you can always back them up beforehand and restore them if something goes wrong.
