Think it's possible that VOD and VZ force fed the deal to our two combatants, and subsequently, a narrowing of the standards is in the works? The deal comes right after VZ made negative public comments on the opposing standards...

The only problem would be an argument that there is discrimination neverthless because of the relative sizes of the Chinese and Finnish markets. This is of course a factor Q can't control so it's probably an argument that doesn't hold too much water, at least when China and Finland are compared.

What about Korea?
