That idea was tried many years ago--and found to be a tool of discrimination used to deny selected citizens a constitutional right. Regardless of your belief in some utopian democratic ideal(and that's giving you the benefit of the doubt), some standard created by a self-selected group of elitists' will always be perceived for what it is.
