"The truth is that the ACLU demanded and won a court case in the late 70s in which the federal judge said it was illegal for an institution to hold a mentally ill person against his wishes if he wasn't a danger to the community."

This happened in the '60s. The idea was to build half-way houses so that the institutionalized could transition to society. The houses were never (ok, rarely) built.

"The great bastion of liberalism, the ACLU, forced the institutions to put a lot of mentally ill out on the street, and then the liberals blamed Reagan when things went bad"

An interesting statistic during that time was the high percentage of families in homeless shelters. During the '70s in particular, the homeless for the most part were single and had some form of mental illness. It wasn't until the '80s that we had entire families that were homeless in any numbers...

You might argue that this was the regrettable result of getting inflation and the economy under control. But to deny the impact of high unemployment and the lack of services for the unemployed is revisionism. I did my part during the '80s to keep inflation under control, I know. Fortunately, I didn't have a family to feed then. If I had, I could have easily been rendered homeless. On the other hand, I probably wouldn't have gambled going to work for some of the small companies I did, but not everyone had the choices I did. There was a terrible toll taken on small companies during that period.

"I agree that the numbers of homeless increased greatly when people where released from institutions." <<<<<<

Thic is a great lie put out by the liberals. The truth is that the ACLU demanded and won a court case in the late 70s

What I said is not a "lie put out by liberals". I didn't say anything about Reagan being to blame I just said the number of homeless increased when people where released from institutions.
