Nope, just the intent to sell. Then they wait for the pump to dump.

Another urban legend. Technically this is true, and it can happen, but procedurally most brokers only file the 144 when they actually sell the shares (even though the customer may fill it out sooner). Call your broker's restricted stock department and ask.

Even the SEC has something on their site that I found once that basically says that it's fairly safe to assume when you've seen a 144 filing, that the shares have been sold.
