Government accountability to its people keeps a government heavily occupied dealing with domestic political pressures. And if they are that busy maintaining domestic tranquility, they won't have much opportunity to create mischief elsewhere.

If that's true, the best scenerio is to have a civil war for each nation, while foreigners would take advantage of the internal turmoil, gaining their political status or influence thru any mean ... for instance, like bribery. I don't think the Chinese leaders are that dumb, and they've learnt a lesson in their history. Also, for some businessmen, the best time to start a business and dominate the market in a nation would be the time of the most ruin, like after an internal conflict, so they can establish a market leader in certain basic businesses. I see lots of Chinese are doing that in Yugoslavia. They sell cheap Chinese goods and make a good living, because no other people can supply the basic needs for the Yugo people. If a govt is a wise govt, I don't think they would allow the foreigners to take advantage of the internal conflict that easily.
