I think that is find with the cavaet that the citizens must proactively show themselves responsible to own and use the small arms.
Now think of this: How far would the American Revolution have gotten had the British been bright enough to apply that rule to the colonies?
Do you see a potential problem here? It will be the gov't that decides who is " responsible to own and use the small arms."

Small arms in the possession of criminals is what causes nearly all the problems.
Guess who would have been the criminals? Tom Paine, George Washington,......

And of course criminals are very likely to obey gun control laws.

Felons are not allowed to have firearms. If they acquire one, they are breaking an existing law. We don't need any more laws that do nothing except create a huge bureaucracy and inhibit the freedoms of the rest of us.
