Tim, Bill Reilly, the EPA Administrator under Bush's daddy worked out the framework for Kyoto in Rio way back when. I thought it was strange then, but that's what they did. All the years since have been building towards signing that thing. The new administration could have diplomatically ducked and weaved for years without ever signing or not signing. Or they could have asked for a rethink. There was no reason to just pull the rug out from under the international community--except clumsiness, arrogance, or politics. You pick.
