The FCC doesn't allow 56K modems to use the full range of signals that phone company equipment can generate because they are concerned that it'll cause static interference to other phone lines. As to whether this will change, my guess is no since new technologies will(and are) leapfrogging dialup connections, rendering any incremental improvements obsolete before they hit the market.
