If the Mexican government wishes to pass environmental laws, it may do so now. Why doesn't it?

good question..why? It would stop many Maquilas from operating, thats why. Pollution has never been much of a concern for the Mexican government.

Because a large chunk of those maquiladoras would move someplace else. And the Mexican government would be left with the resulting unemployment.

Move where? The reason they are THERE is the duty free zone, easily accessed with trucks for shipping.

As I said, both sides of the border have closed their eyes to the dangers for a little $$. I believe it will take many years to overcome the damage, if possible at all.
