True. Which would indicate that the Mexican gov't has leverage it could use if it chose to. The next nearest places where businesses could expect such good treatment are the Caribbean basin and Guatemala - and that means shipping or air freight plus truck.

I suspect that you are correct that the Mexican gov't doesn't care about pollution. Or, more correctly I think, they value employment above a clean environment. (t's really hard to appreciate a clean environment when you're starving.)

And, if they start to care, well, there's bribery. To which they are notoriously susceptible. (I've bought a few Mexican cops myself, for imaginary traffic "infracciones". No paperwork needed, just money.)

As I said, both sides of the border have closed their eyes to the dangers for a little $$.

For some of those people the little $$ may make the difference between starvation and having a semi-decent if difficult life. Remember no one rounds them up and makes slaves out of them. These workers wanted these jobs. They wanted them because their life is better with them then without.
