Well, I understood not being comfortable with the agenda of the conference to mean that it did not compliment the Administration's political agenda. But lets say there is a higher level of understanding indicated. For instance, you raise the question, what about the agenda is the Administration uncomfortable about. When they answer that question it may raise many questions about their position or attitudes on the agenda items being presented. They would then be obligated to provide an understanding of their positions and attitudes on these items. It seems to me that there response indicates that given what they are currently dealing with, they are not prepared to take on this whole line of issues and that the best thing to do is avoid the path all together by not attending and not delving into the issues. Which is what they did.
