I wouldn't know if there is any or not; I pay no attention to big media.

In general, the development of the implementing regulations that make a law or a treaty work get far less media attention than the debates over the law or the treaty. This is the case regardless of the ideological permutations involved. People assume that the issue is settled with the passage of the law or treaty, and lose interest; the subsequent debates on details are too specialized to rouse much passion.

Opponents of the Kyoto treaty would probably be better off, from a PR perspective, accepting the treaty but writing so many loopholes into the implementing regulations that the treaty would have no practical effect. Very few would notice, and very few would care.
