Yes. Actually that is over simplifying it though. Historically we can see that when left on their own teen age boys turn into "lord of the flies" type of mentality and behavior. When adult or dominant males (or some simulated version of this) with a civilized values foundation are present to "guide" them during development, the majority accept the imposed "decency" values of the culture by the time they come of age.

So, on the one hand if all there is, is a wink wink of stigma, then we have the boys will be boys mentality, so let em at it. If there is a responsible and civil authority present to guide the boys then they have a better chance of maturing into decent adults (unless we have a lot of guys like steven out there on the street flagging them down to get his kids some experience).

I think it would be effective because I saw how well it worked on my brothers and myself. Nothing hurt worse than to lose my parent's respect. Nothing hurt worse than to be told they were disappointed in my actions. No amount of discipline I might receive in school could ever compare to what I would get at home should my parents find out I was naughty. They taught us standards, including morality, fidelity, loyalty, duty to country and community and yes even decency, in the anything goes 60's, that kept us all out of trouble with the law, unwanted pregnancy and illicit sex and instilled respect for tradition, education and the law. At the time I thought they were tyrants, keeping me form enjoying life, but it never became clear to me just how smart they were until I was old enough to appreciate what they had really kept me from was a lot of personal turmoil.....
