I think it means sex with a minor or incest.

Well, the discussion started because the Administration was talking about abstinence-focused sex-ed.

I take 'illicit' sex to mean sex that's wrong for one reason or another. Or maybe this is even simpler: If you have to be really sneaky, it's probably illicit.
