Dead wrong. Deregulation was forced down California's throat by Pete Wilson. Do your research before you post. Deregulation is at the root of all the problems and was sitting three like a timebomb. Once it went off, the pigs ran to the troughs and ripped the state off for tens of billions before Grey Davis could even figure out what was happening. The gouging was also accompanied by a massive disinformation and character assassination campaign waged by the Energy Cartel and RNC backers. Only now is the truth coming out which is even even Calif Republicans are finally blaming the real culprits, Bush-Cheney + Energy Cronies.
