I also think that across-the-board cuts are possible The problem with across-the-board cuts is that they're implemented in a non-constructive way. The knee-jerk reaction of agencies is to eliminate travel and training across the board until the money comes back. It's quite mindless. They continue to do everything they did before, they just do it in an inefficient and less effective way. In order to cut spending, I think that Congress would need to specify programs and services to eliminate. Lotsa luck. Karen
