Please explain to me how the 17 year olds in this country represent responsibility in making healthy and respectful choices toward sexual relations.

The choices will make will depend on how well we have taught them. Don't kid yourself, though, by the time they are 17 the choice is theirs to make, and there is nothing anybody else can do about it.
