Yes, yes, yes. That's what Guilder says. Think about it though. Those who want broadband and have a use for it have it. The rest, like my mom, my dad, my aunts, my uncles, my granparents, myself, have no need for broadband. There's just nothing there. No law, policy or regulation prevents me from getting it, I have no need for it. My last need was Napster, but now its not worth the extra money to get if I can't rely on a free music service. Its as simple as that. The same goes for PC sales. Unless conusmers are in need of the higher power, there is no need to upgrade. Do you remember the Victoria Secret show? Largest web audience ever. Why was that, because people wanted to see it. Why can't other businesses provide something the consumers want that the consumer can't get from the TV? Whoever comes up with that now complacent desire will spark the next round of the internet. According to CNBC the capacity in the ground right now for fiber optics is only about 2-3% used.

The article you reference is flawed, horribly. The connections were there for the taking, at least in every medium to large city in the country, and many small cities. My home town offered ADSL, but no one bought it because there was no need or want for it and they shut it down. My home town only has 10,000 people in it. The company still offered it for only $49.95 a month.

The problem is not the lack of available last mile solutions, its the lack of people wanting and needing to buy the last mile solutions.
