Maybe you'd like to man one of those IRS hot lines explaining to the public why, if they pay no federal income tax, just SS, they aren't getting a rebate. You'd have your work cut out for you I can tell you right now. Most tax payers don't even understand what a marginal rate is, or what their average rate is, or how much SS they pay out of their tax payments. I find even middle class tax payers for the most part are incapable of understanding even the most basic calculations on their tax returns. The current years tax witholding is always next years refund. Try to find a dozen people out on the street that understand that, let alone sell them a "rebate" based on that knowledge.
