Ray, RE: "The replacement of Curt Hebert by Pat Wood III ought to be very good news for California. Wood has a reputation as a tough and fair regulator in the Texas markets." I hope you're right about him being "tough and fair". But fairness is often in the eye of the beholder. And according to the NYT article on the switch, he is the candidate not only of Bush and Cheney, but also Lay of Enron. I don't like the sound of it. Sam
