I can agree with that much.

It's no longer about discrete individual actions. IMO, of course.

I disagree with that. If it is not an actual conspiracy (with communication and planing) and if the law is applied to individuals and there actions then it is about discrete individual actions. The sum of those discrete individual actions can add up to a systemic problem but each individual action of discrimination or applying a law to prevent such discrimination effects individuals, and IMO the individual can not properly be ignored in this case. If I refused to rent my room to someone because they where black and the government forced me to rent it to the person I had rejected then they would be treating me unjustly even if the reason behind it was to help alleviate a larger problem.
