I think the only way to square things with our Constitution is to have Uncle Sam build the housing or sell the food, OR offer cash as an inducement to the reluctant landlords.

If Uncle Sam can do those things, which cost taxpayer money, then it seems reasonable to me for the people to say "no, there's a cheaper way; we'll just of our own collective free will rent them the apartments and sell them the food on the open market." Which is what our legislators did on our behalf, with a few penalties for individual recalcitrants.

How's that for an explanation!

Well, I must say that I never before thought to question the Constitutional basis for stopping segregation. Segregation was just so blatantly wrong and I was so very young and idealistic that I really never really thought about it. Contemplating it at this point in time is a bit jarring.
