milo, Yes, you are correct. I have done a number of pieces of equipment for type approval and have also statement approved stuff under part 15.
I remember when they first came out with this in the 80s and it was really used as a non tariff barrier against Taiwan and Japan goods.
They then relaxed it a lot for industrial use and came up with the part 15 as the system was getting badly bogged down as micros appeared everywhere.

Actually, the Europeans are a lot more stringent in EMI, noise of equipment, etc. You don't screw with them. The FCC has gotten a lot more into self declaration by the manufacturer. Still, the original idea, jack it up to 3 GHz and then halve it: bad one.
