Everyone is "going ahead" with Kyoto, because the Japanese stripped any sanctions that could be made against ANY country's busting their limit's. Kyoto accord is now more of a joke than it was before. Oh I forgot, you're a joke too, MR. IQ 151. Bwawahahahahahaha.

Public land has been "leased" for years starting with the cattle ranchers. The mining industry leases public land, the timber companies lease public land. I am sure there are more industries that lease public lands.
