the "Windows is shutting down" screen will come up and then the computer just freezes

Assuming from the age of the computer you are running Windows 98. Although it is reverse order I would try the download patch at the link below. If that doesn't work you can go through the steps in the second link to try solving the problem. Fortunately, the patch worked for me. It doesn't work for everybody.
