Research mental hospitals emptying out during the beginning years of the Reagan Administration. It was bigger than this and also 20 years later. You may be right about Kennedy but I wasn't even born then. I saw the Reagan mental patient exodus happen personally and it was strictly to cut the federal budget nothing altruistic about it. They saved a small amount of money and created modern homelessness. A high percentage of homeless are older ex mental patients from the Reagan era. Anyone from the Kennedy era wouldn't even be alive anymore. They rarely live into their 70's.

You and American Spirit are both right about the desinstitutionalization issue, up to a point. You are right that JFK was operating at the federal level, but fail to note his benign motive.

Reagan was acting in the 70's as governor of CA. He may have been following through with federalpolicy at the state level, but he was doing so in the face of failing CMHCs and his motive was not benign.
