I don't see how that will happen, unless Intel introduces a "low-voltage" Tualatin - which I don't see why they wouldn't (at some point, anyway).

Currently:
   Chip         TDP
1GHz Tualatin 20.5 W
1GHz Athlon4 25.0 W
I'd say odds are pretty good Athlon4 @ .13µ bulk Si will match Tualatin in power dissipation (not quite if AMD adds more L2 cache, which is not unreasonable to expect).

If SOI delivers on its promise, AMD should be able to sport the lowest power consumption - until Intel introduces a LV-Tualatin, at least.
