It's not the accounting change, it's the fact that loss of the surplus means there can be no more coordination of the economy at the federal level.

The Bush Administration, using rose colored glasses, is projecting growth of 3.6% in 2002. This allows them to cling to their projected budget surpluses which were spent with the tax cut.
