The basic premise is ridiculous IF YOU UNDERSTAND what the check really are.

THE CHECKS ARE NOT REBATES. THEY ARE CREDITS on FUTURE (2001) payments!

You dodged Srexly's basic premise

For the tax year 2001, I have already paid my taxes in the 15% bracket , which is now 10%.

So I am getting money back, which I already have paid. Seems like a refund to me.
