Can you understand that, Bozo Exactly, it's a refund in actuality, it has already been paid. It is an advance payment but not an advance in the sense of a loan. Enjoy your bliss.

That language is not over-riding. The economic and accounting realities are. It's a refund of money stolen in 2000 (by Clinton). The refund of money stolen in 2001 (by Daschlegephardt) will have to be fought for in January, 2002...
