burn up the so-called surplus
It only took a couple of months for Bush to burn up the surplus. It's not that hard to remember.

Bush doesn't inspire a lot of confidence in overseas investors. And that's putting it mildly. People in Europe are almost unanimous that he's not only a dufus, but he's also arrogant -- not the best of combinations!

People don't realize how important overseas investors are, and how big a role the President plays in appealing to such investors. If the overseas investors start pulling out (which could easily happen now that the dollar has started weakening), it could set in motion a vicious death spiral, and the stock market's travails in the first half of this year will look like a walk in the park when compared with what could happen in the second half.
