What is this world coming to when QCOM-basher Ed Snyder praises a strategic move by QCOM?

The mobile carrier asserts its intention to become a "carrier's carrier," wholesaling time on its not-yet-built wireless network to any carrier that pays up.

I had not seen this reported before that NW plans to be a wholesaler. It makes Snyder's observation that "$300 million buys you a lot of influence." more telling as to QCOM's motives in making the investment - it could give them influence over who gets use of the system - that is only companies willing to market it full-out. No renting the system to keep others from using it to compete from the renter.
