How do they get "seals a deal" out of "are in talks"?


I think you read it as "India, QCOM, Samsung" seal deal. I think the way we have to read it is w/r/t India, QCOM and Samsung have sealed a deal. Meaning that QCOM and Samsung have agreed to approach Indian companies jointly - that is the deal that got sealed.

Does this make sense?
