Doesn't the U.S. already have 1st strike advantage?

The question is: For Instance - Should the United States kill every North Korean, just because the man starving them to death, decided to launch a nuclear missile at the U.S.? This is what we have now.

Putin is talking about putting up a similar pan- European system, actually. There is no reason to suppose that the "new arms race" will be anything more than the end of the nuclear era.......
