area or in your house. Do any of your neighbors connect

I'm not ignoring you on purpose ....
just that the only experience I have with W2k *(limited, for it is the machine at my wife's desk at her office) is hooked up via network card to a T1 line...
but, I "suspect" (handy word for me lately) that you've NOT been connected ON THAT SAME LINE with another box and another modem and another OS ....

so, it could well be the capability of the phone line itself, rather than an internal hardware problem OR a O/S problem
....

I don't know anything about Flow Control, nor really anything about how it could be affecting you ...
and
the only reason for my reply, is that you don't think the thread is ignoring you .... ggggg

well, I'll now pick on the modem itself ...
again, rather than internal setting ...

is it possible to remove the modem and install one you've had hooked up at 56k?

I just rechecked my settings for Windows XP dialup and flow control is Hardware.

If I'm reading your post correctly you are connecting but at, what you consider, an unsatisfactory speed.

What is it?

All 56K dialups can only connect at the highest speed of 53K.

It's Fed capped.

Software flow control, Xon/Xoff, has been replaced by Hardware flow control in recent years. Xon/Xoff is supported for backward compatibility.

In short, select Hardware flow control.

(I'm going by ((fast) fading) memory.)
